Professional Experience

Kelly L. Lombardo, Esq. is a lifelong resident of Monroe County, having been born and raised in Stroudsburg, Pennsylvania. Her deep roots in the community have shaped both her personal and professional commitment to serving the people of Monroe County.


Attorney Lombardo earned her Bachelor of Science Degree in Forensic Chemistry, with minors in Biology and Criminal Justice, from West Chester University in West Chester, Pennsylvania. She went on to receive her Juris Doctorate in 2009 from Widener University School of Law in Harrisburg, Pennsylvania, where she was recognized for her proficiency in legal writing and her dedication to pro bono service through the Harrisburg Civil Law Clinic.


Following her admission to the Pennsylvania Bar in October 2009, Attorney Lombardo began a two-year judicial clerkship with the Honorable Jennifer Harlacher Sibum of the Monroe County Court of Common Pleas. This experience provided her with a strong foundation in legal research, writing, and courtroom procedure. In December 2011, she was asked to join the Monroe County District Attorney’s Office as an Assistant District Attorney under the leadership of District Attorney E. David Christine, Jr., where she gained valuable litigation experience and further developed her advocacy skills.


In September of 2014, Attorney Lombardo expanded her practice by joining the law firm of Lori J. Cerato, Esq. as a part-time associate attorney, assisting clients with estate planning and administration, while maintaining a part-time position with the District Attorney’s Office. She became a full-time associate with the firm in 2015 and was named a Partner in 2026.


Attorney Lombardo concentrates her practice in Elder Law, which includes estate planning, estate administration, guardianships, and Orphan’s Court Litigation. While her practice is based in Monroe County, she has also represented clients in neighboring counties, including Lackawanna, Lehigh, Northampton, Carbon and Pike.



Admitted to practice before the Supreme Court of Pennsylvania and the United States Middle District Court, Attorney Lombardo is a member of the Pennsylvania Bar Association and serves on the Executive Board of the Monroe County Bar Association. She serves as Solicitor for the Monroe County Area Agency on Aging and as a Monroe County Divorce Hearing Officer. In addition to her legal work, Attorney Lombardo is actively involved in her community. She is Vice President of the Monroe Animal League, a spay/neuter advocacy 501 (c)(3) established in 1943, and the Treasurer of the Pocono Mountain East Field Hockey Association. She is also an active member of the Monroe County Elder Justice Task Force, Kiwanis Club of the Stroudsburgs, Elks Lodge 319, LVHN-Pocono Ways and Means Committee, and serves as co-chair of the Monroe County American 250 PA Education Committee. She resides in Stroudsburg with her husband and two children.
